The total cost of the project is estimated to be €2.47 million. </p> <p>SQO-OSS will be developing a suite of software quality assessment tools to analyse and benchmark the quality of source code and prove its suitability for enterprise deployment. </p> <p>By helping European software developers improve the quality of their code and providing scientific proof of the quality of OSS, the consortium hopes to increase the enterprise-level adoption of OSS and support European small and medium sized enterprises (SMEs) and projects competing with large global corporations. </p> <p>The €2.47m project will introduce innovative software quality metrics and will combine these metrics through the use of data mining and artificial intelligence to provide clear quality evaluations for users and developers. </p> <p>Paul Adams, research manager for Sirius Corporation, said: &#39;The early stages of the project are concerned with the generation of new metrics for the assessment of software quality. Because of the nature of open source, we are not only restricted to evaluating source code, we can also investigate mailing list information, CVS and SVN usage, bug-fix databases, etc. Potentially all outputs from the development process could be assessed for their effect on quality. </p> <p>&#39;Because of this large knowledge generation phase, coding shall not begin until the end of the first year of the project. However, it is our firm intention to get usable tools available as soon as possible.&#39; </p> <p>The project will be led by the Athens University of Economics and Business. </p> <p>The project will: <br />- Deliver a plug-in based quality assessment platform, featuring a web and an IDE front-end; <br />- Develop a set of software metrics that will take into account quality indicators from data that is present in an Open Source project&#39;s repository; <br />-Publish a league of Open Source software applications, categorised by their quality; <br />- Release its output under the BSD licence to stimulate business interest. </p> <p>Professor Diomidis Spinellis, the Project Leader, said: &#39;An industry matures when its products become standardised commodities. Electronic communications include fixed voice telephony, mobile communications and broadband - a market worth more than €270 billion in the EU in 2005. Reporting on the functioning of the framework, the Commission notes substantial progress since 2002 in opening up national telecom markets to competition and proposes to phase out ex-ante regulation in at least 6 of the existing 18 telecoms market segments, including those for national and international calls. For those markets where competition is not yet effective (such as the crucial broadband supply market), the Commission wants EU rules applied more effectively, so as to step up competition throughout the single market. The Commission thereby takes a clear stance against the idea of “regulatory holidays” for incumbent operators. The Commission also advocates moving towards a common, more market-based, approach to allocating the radio spectrum needed for innovative services and devices to work EU-wide. The Commission’s target is for the new rules to be fully transposed into national laws by 2010.</div> </div> <div class="feed-item"> <h3 class="feed-item-title"> <a href="http://europa.eu.int/information_society/newsroom/cf/itemshortdetail.cfm?item_id=2717"> e-Government report : Online public services are increasingly interactive</a></h3> <div class="feed-item-body"> The maturity of online public services in the EU keeps improving and they have now reached an overall level of sophistication where full two-way interaction between citizens and governments is the norm. Nearly 50% of services allow the citizen to conduct the whole process on-line, says the latest e-Government survey carried out for the Commission. This in turn leads to better, more efficient and effective service provision. The sophistication index has risen by 6% in the year to April 2006 in the EU 15 Member States, but by 16% in the EU10, reflecting the considerable efforts made in recent years. Austria leads the online public service league, followed by Malta and Estonia. Since 2001, this survey has measured the share of public services fully available on line in the EU, plus Iceland, Norway and Switzerland. Many billions of euros could be saved for European taxpayers every year through administrative modernisation across the 25 EU Member States, as outlined in the European Commission’s eGovernment Action Plan of April 2006.</div> </div> <div class="feed-item"> <h3 class="feed-item-title"> <a href="http://europa.eu.int/information_society/newsroom/cf/itemshortdetail.cfm?item_id=2721"> ENGAGE Indonesia 2006</a></h3> <div class="feed-item-body"> This will be the second in a series of collaboration conferences organised by the Specific Support Action ENGAGE under the 6th Framework Programme.
